Three possibilities include (i) states near threshold as found in a model by Nambu and Jona-Lasinio, (ii) isoscalar states with $J^{PC} = 0^{pm +}$ coupled to a pair of gluons, and (iii) low-mass enhancements favored by the fragmentation process.
