AbstractRare-earth pyrochlore oxides serve as model materials for the study of geometrically frustrated magnetism. They contain networks of corner-sharing tetrahedra of magnetic ions that give rise to highly correlated magnetic phases with strong fluctuations, including spin liquids and spin ices. These degenerate ground states are governed by local rules such as the ice rule, and it is an open question how these are affected by disorder. Here, we present a study of Tb$_2$Hf$_2$O$_7$, in which we show that the average structure corresponds to a model system of spins on a pyrochlore lattice accompanied by anion disorder. We demonstrate that power-law spin correlations persist down to at least T = 70 mK, and coexist with spin glass freezing. Our results suggest that disorder can play a crucial role in preventing long-range magnetic order at low temperatures, and instead induces a strongly-fluctuating Coulomb spin liquid with defect-induced frozen magnetic degrees of freedom.
