AbstractA Heibronn type generalization of Gauss sums is studied. The Newton polygon of the $L$-functions of Gauss-Heilbronn sums are determined, generalizing the classical Stickelberger’s theorem. Applications to the Newton polygon of $L$-functions of Witt coverings are given.
